Moving from examinations-based ranking to value-based ranking of schools (2012-2022 & beyond. I was influenced by a Swedish book I read in 1989 called” The privilege of formulating the problem” (Norsteds Forlog, 1989). The key message: the person who is able to define and propagate the problem is in a sole position to monopolize the discussion and define the only viable solution.
